Titanium dioxide (TiO2) is largely insoluble in water and other common solvents. Instead of attempting to dissolve it in water, you should consider creating a suspension. A suspension is created when particles are dispersed within a liquid, but are not dissolved. You can accomplish this by stirring the titanium dioxide into the water. To increase the dispersion, using a dispersing agent or surfactant such as soap can help. It's also important to remember that titanium dioxide in its nanoparticle form behaves differently and can create more stable suspensions in water due to its vastly increased surface area.
